DMC Detroit Receiving Hospital, Michigan’s first Level I Trauma Center, helped pioneer the evolution of emergency medicine and currently has one of the busiest and most well-equipped emergency departments anywhere. The first and largest verified burn center in the state is at Receiving, and it is one of only 43 in the nation. Receiving also offers the state’s leading 24/7 hyperbaric oxygen program, Metro Detroit’s first certified primary stroke center, and the nationally recognized and accredited DMC Rosa Parks Geriatric Center of Excellence.
Job Summary
Directs the personnel and operations of the Health Information Management (HIM) department for assigned sites, consistent with site policies, procedures and standards of accrediting and regulatory agencies. Develops and oversees processes in the HIM Department and ensures that HIM processes and controls are evaluated against the organizations internal and external information needs on an ongoing basis. Participates in various committees such as, but not limited to, the Medical Staff/Medical Records Committee, hospital-wide Performance Improvement Committee, Documentation Improvement Committee, and system-wide Electronic Health Record related Committees. Serves as an internal consultant on health information management issues including release of information, confidentiality, information security, information storage and retrieval, and record retention as well as authorship and authentication of health record documentation, standardization of medical vocabularies, and use of classification systems. Develops departmental services through ongoing planning which is consistent with the organization's mission, vision and values and strategic plan. Establishes, coordinates, and communicates departmental objectives and goals as well as organizational goals. Monitors productivity and quality standards according to department and organizational guidelines and monitors staff adherence to these standards. Participates in monitoring, evaluating, educating and improving the quality of health information. Identifies problems, tracks trends, and initiates actions to improve performance towards achieving departmental standards. Designs, performs, and appropriately utilizes the findings of performance improvement activities of health information services and follows up on quality improvement findings. Monitors the initiation, revision, and implementation of external regulations, statutes, and standards; facilitates implementation of revised regulations; ensures conformance. Cooperates with regulatory, accrediting and legal entities and organization officers in any compliance reviews, investigations or surveys. Works collaboratively with various system departments to minimize the potential risk of privacy and security breaches, to mitigate damages if any, and to resolve related issues. Initiates, facilitates and promotes activities to foster information privacy awareness within the organization. Develops and implements policies and procedures for documenting, storing, and retrieving information, and for processing medical and legal documents, insurance data, and correspondence requests, in conformance with federal, state, and local statutes. Responds to subpoenas for medical or clinical records and represents the hospital in court cases involving records. Analyzes patient data for reimbursement, facility planning, and quality of patient care, risk management, utilization management, and research. Identifies the need for policy development and/or revision, defines policies in collaboration with higher-level management, input, goals and objectives. Oversees or directs the development and/or revision of department procedures/ protocols. Approves procedures/protocols and/or seeks other departmental approvals as appropriate. Develops, monitors and revises functional processes. Provides input into the development and revision of organizational structure for function or service. Approves personnel actions such as hires, fires, disciplines, etc. Ensures the timely completion of performance appraisals. Develops short and long range goals and measures and oversees the assessment of goal attainment. Develops, seeks approval of, monitors and ensures compliance with budget for areas of responsibility. Monitors activities for and ensures compliance with laws, government regulations, Joint Commission requirements and DMC policies. As directed, implements external and internal audit recommendations. Ensures hospital departments achieve objectives for diversity of their suppliers.
Qualifications:
1. Bachelor's degree in Health Information Management or related field, or the equivalent combination of education and/or experience.
2. Registered Health Information Technician (RHIT) or Registered Health Information Administrator (RHIA) preferred.
3. Three years of health information leadership experience in a healthcare facility.
4. Experience with electronic medical records.
